Increasing sectional tensions led to complex race
In 1816 the Nationalists-minded Calhoun had pressed a plan to set up a 1.5 million dollar fund for roads and canals.
In 1822 a bill providing money for the upkeep of national roads caused a sectional split.
in 1824 a higher tariff was enacted and the slave states voted almost unanimously against it.
